Sec 1032 reads..

Congress finds the following:
7 (1) Article 1, section 9 of the Constitution
8 states ‘‘The Privilege of the Writ of Habeas Corpus
9 shall not be suspended, unless when in Cases of Re10
bellion or Invasion the public Safety may require
11 it.’’.
12 (2) Regarding the Great Writ, the Supreme
13 Court has noted ‘‘The writ of habeas corpus is the
14 fundamental instrument for safeguarding individual
15 freedom against arbitrary and lawless state action.’’.
