May I hand you exhibit A: The state of CT.

Long ago - they implemented a sales tax as a short term measure to help some unfunded liabilities. It wasn't supposed to stay forever. In addition the native American gods shined down on us and gave us the greatest gift EVER. Foxwoods Casino(and later Mohegan Sun). I deal that lands 25% of slot revenue directly into the state coffers - usually around 500 million per year.

Despite these two great influxes of massive dollars - we are still broke and our budget is not balanced. We had the largest across the board tax increases last year to help eliminate a 2 BILLION dollar shortfall.
So no - getting in more money does not make a balanced budget.
