Did Gerhart tell you to go these meetings and take charge, because YOU are the official campaign and should be in charge? What exactly does "divide the coordinating" mean? You should just be saying "Hi, I'm from the official campaign. Give me your lists." And YOU, as VOLUNTEER COORDINATOR, are supposed to do EXACTLY THAT. You were supposed to be in charge of the grassroots in your area. YOU were the official campaigns go between between the grassroots and the official campaign. That was the hierarchy, it should in theory work, unless the volunteers just decide to do something else.
I will say that the state director did go to our official meetings.
I can imagine some problems might exist in Oklahoma due to gas prices and distances, and the state director might not have those expenses paid. The way around that is to have you there, taking charge of these meetings, and turning that "grassroots" into "campaign volunteers". Here is what we want you to do. Here is what we don't want you to do.
