It still shows how brainwashed people are. The crowd vastly outnumbers the cops they could easily overwhelm the cops very quickly yet they still let people get dragged away and beaten by these guys and just get a few licks in here and there...
The only explanation is fear. The cops only control is massive embedded societal fear. When the people finally lose that fear god help the jackbooted thugs it will get ugly.
