It has been said that in many cases it is the job of government to appear incompetent (or some such), likely in order to deflect suspicion. And of course it's not the WHOLE government; secrets can be kept compartmentalized. Look at the Manhattan Project. LOTS o' folks knew about / were involved in that one....

What would the Founders do?
