While that may seem like a simple way to save a buck; the problem is that any entity with enough power to decide whom and whom not to withhold treatment for, will also have enough power over the health care market to cause exactly the failures we see today; i.e monopoly power on provision.

So, instead of working harder and putting money aside for their own treatment in old age, people will respond by spending the money on lobbying whomever decides who is counted as 'chronically sick, "subhuman," and elderly.'

While all that birth control will simply help ensure a permanent shortage of doctors, again driving up prices.
