What if you're not allowed to withdraw your 401K?

After reading Ann Barnhardt's blog that people might not be allowed to withdraw their 401K, I checked at my company and, lo and behold, I'm not allowed to unless I lose my job (even if I'm willing to pay the penalty). I would imagine a lot of people are in that position but just don't know it.
