Maybe, but I think that is why he emphasized the importance of doing stage 1 and then stage two well. At that point, there should be many of the "average cops" and TSA and drone contollers that will be part of stage 3 resistence.

What is it that is driving stage 1 so much. It is the ramping up of cop tech, drones, and TSA. I think playing out stage 1 and 2 to the full extent is an excellent point. It is something many will be too impatient with. Something to study and consider carefully anyway.
