I saw this "accountability to a number" mentality run amuck during my final years working in public education. When a public employee is forced to "meet a number, or else", guess what usually happens?
Sadly, this form of accountability is usually championed by GOPers - especially the law and order types who are often attractive candidates to a fearful or frustrated citizenry.
This video does a great job of pointing out the consequences of such policies, which once they become aware of most voters won't support. It's another form of Bastiat's "what is seen and what is unseen" problem. Most people just don't think through possible consequences of policies before they suggest or vote for them.
