It's nothing that pro-lifers don't already know. There's not much in the way of legislation that can do much, as long as Roe vs. Wade stands, except for direct legislation to override the courts, like Ron Paul suggested. Of course, Romney (and 99% of so-called pro-life politicians) doesn't have the guts to do something like that.
Most pro-lifers just delude themselves that if only we keep voting for the "pro-life" politicians, eventually there will be enough judges on the SCOTUS to overturn Roe vs. Wade. I'm pretty sure that, if that were going to happen, it already would have, as the GOP, from 1975 to 2008, got to select 6 judges in a row and 8 out of the last 10.
