as organic even if you obviously are organic.

Small farmers will have to prove they are gmo free. Imagine being a small farmer who's never used gmo (but you are surrounded on all sides by farms that do use gmo) and you've suddenly got to send stuff to a lab to be tested and fill out lots of paperwork because if you don't you can't 100% say your stuff isn't non-gmo. Basically they'll force the burden of proof and expense onto small farmers.

If you look at the peanut labelling, stuff that doesn't have peanuts tends to err on the side of caution and say "This product MAY contain peanuts" because it's just easier...I think the gmo tactics will be something along those lines.
