"Central Planning" and "it" are processes or tools, like a pointed stick is a tool, a scalpel, fire, pliers, etc.

Some people, not me, blame individual human action on the tool.

How can someone blame the tool, and then claim that blaming the tool is not true, all in the same response on a forum, as if the person doing that has two brains instead of one brain?

Hurdling over that, as if it does not exist, and arriving here:

What is meant by "governing bodies"?

If a mind is trained to think that things can be accountable for human actions, then that mind might come up with a thing called "governing bodies".

Is that the case here?

Not if the mind asking the question is trained to think that things can be accountable for human actions because if that is the case then the base presumption is false, and therefore there is no true answer to the question.

If socialism is a tool used by one person first, just one, at first, before that one person used the tool, no one used the tool, and then the person using the tool creates a plan with socialism, call it plan A.

Plan A, according to the one person using the tool, says to 99 other people the following words:

Plan A:

This person here is beat up real bad, look at the poor thing, a little baby girl, beat up, and she says that Dad did very bad things to her, and Mom over there, after some very careful questions were asked is also saying the same thing as the little beat-up girl says, that Dad did it.

So here is the Plan.

I know all you people are busy, real busy, trying to make money, to pay your fair share to the psychopaths who torture burn mutilate and murder little girls like this one all day, but seriously, this is a local situation, so how about giving up some of your time and energy to help "for the greater good", donate voluntarily, your individual time and energy, all 96 of you, collecting something, anything, to the central planning fund, Plan A, just for this little girl, just this one time, giving up some of your precious earnings, your time, your effort, away from your money making jobs, away from your absolute necessity to earn Federal Reserve Notes so that you can keep the IRS off your property and so you can stay out of jail, just for now, let's implement this Plan A, where we plan on going to find Dad, and then we presume Dad to be innocent, but we elect one of us to organize a Trial, and we randomly pick 12 of us to think of all the information that they demand to decide if Dad did beat-up the kid, and then those 12 individuals, of our number, right here, right now, or soon, according to Plan A, decide what to do about Dad, such as make him pay Mom, and the girl, some Federal Reserve Notes, so that he then has to work, or steal, to get more Federal Reserve Notes, so that Dad can stay out of jail, and Dad can keep the IRS off his property, and those jurors may suggest to Dad, that Dad keeps his hands of the girl, because crime does not pay, not on those 12 jurors watch, and then Dad can think twice about doing that again, if those 12 jurors don't go overboard and hang the son of a gun.

If the Dad ends up at the end of a rope, you can blame it on Plan A, while I will ask the rest of the group to consider trying those 12 people for murder, to which they might say, no thanks, Plan A is fine by us, just of that one time, your Plan B is frivolous, so, everyone can now get back to work, making Federal Reserve Notes, so as to keep the IRS off our property, and so as to keep us out of Federal Jail.

There is no Mr. Socialism in the group assembled in the story line above, whereby people collectively assemble their individual powers into a collection of specialized abilities in the effort to implement a plan that intends to reach a specific goal which is to accomplish at least two things:

1.
Do not abandon the innocent victim and allow the victim to be further victimized which is, in effect, making crime pay, and pay very well, which tends to encourage people to be criminals, since it pays so well.

2.
Do not victimize an innocent person (that, again, is making crime pay well)

So using the tool of science to figure out how to plan on employing individual power collected into a power that is more than the sum of the individual parts, so as to accomplish specific goals, for the greater good, is not something that you can understand, for some reason.

As to the concept of anarchy, a thing, a process, and anarchy ends, no longer being a process in process, the moment Dad beats up the girl, as that is now crime, not anarchy, but crime didn't do it either, it was Dad, making crime pay so well, Dad did it, not Crime, not Anarchy, not Socialism, not Law, not Government, not The Son of Sam, and not a disease, and not alcohol, and not drugs, and not society, and not God, and not the Devil, and not according to only me, but according to a process called Trial by Jury that is far from perfect, but we are not Jesus, and we are not God, and if we wait around for God, or Jesus, to work efficiently, at making crime pay a little less well, well, we may be waiting too long.

So, me being on the Jury, in the story, may not set well with those who prefer to hang Dad's who beat up little girls, or I might be in a bad mood, so hanging may not be good enough, or the Crime may be severe enough, who knows?

I don't.

I know that many people are so very well trained in this belief that things can be accountable for the actions of humans that I recognize it when I see it.

But I've been wrong many times.
