Wreckless driving doesn't need a new law called "speeding". If you can't prove it was wreckless driving, than creating a phony law "speeding" isn't necessary. If it is wreckless driving involving tailgating someone and going too fast in their space or similar things, then you don't need a "speeding law" to prove it, it already was illegal before any speeding laws existed.
