Yeah the standard is: did you hurt someone or not? Shoulda Coulda Woulda is just generating revenue. It's the same argument Obama uses to preemptively attack other countries and it's flawed. You want to argue that the driving statutes keep people from speeding and driving recklessly but I'm confused because we have had these statutes for decades and I swear people are still speeding and driving recklessly without insurance and hitting people. I just can't figure out why the statutes haven't solved those problems yet cuz they sure have raised a lot of revenue. Oh wait a minute, maybe it is because people have free will and they will do what they want regardless but then that means the statutes were useless all along except to raise revenue? Ding Ding Ding we have a winner...
