They considered only the lowest populated states, and rightfully so.
NH is nearly 50% more populated than Delaware, so a few thousand activists go much further in Delaware. Also, Delaware is closer to more metro areas (Philly, D.C., Baltimore, NY, southeast, northeast, etc.) containing more prospects willing to contribute at least in some way (2nd homes, weekends, volunteering, fundraising, etc.). That's just an objective fact. NH is relatively remote.
As far as 'native' characteristics, all states' citizens are too socialist for my taste. NH is chock full of migrant socialists from neighboring Massachusetts.
I think the results have supported my view - over ten years later the FSP hasn't come close to achieving the numbers they set out for.
