Devil's bluster - hohoho

As some other posters have pointed out in the thread, laughing here doesn't mean enjoying it but something else.

The devil is also accounted as laughing, but laughing at *causing* misery. The belief was so common, that in medieval plays, the devil commonly came on stage with the line "hohoho", which was called the devil's bluster. (Look up "devil's bluster hohoho" on google books for more information).

My small Screwtape takeoff starts off this way for just this reason, fyi.
