Paul Ryan is unsurprising on bailouts and foreign aid. Him and Rubio are hands down the biggest fake conservatives in Congress.
Pretty much every Republican except for Ron Paul, Jimmy Duncan, Wayne Gilchrist, Tom Coburn and a few others voted for Iraq. That does not mean they are all neo-cons. Many say they now would have opposed it if they knew the facts. They were tricked by Cheney and the neo-cons.
Obama killed off the notion of the left as anti-war, but that didn't really exist in the first place. There has always been an interventionist wing of the Democratic Party. The Progressive Caucus generally is more anti-war than the other Democrats and they did vote for the Kucinich resolution to inmediately withdraw from Libya, alongside most genuine "Tea Party" Republicans
