The argument can be made that if the right people run FEMA then it can work efficiently and that's true. Just like if the right people run a welfare program, it can work efficiently without waste. But, that begs the question, if American care enough about helping the poor that their willing to raise taxes on themselves and pay government bureaucrats to give their tax dollars to well-deserving poor people, wouldn't they be capable of organizing charities that do the same thing without the government's help and for a lot less money and lot less waste?
The same goes for aid to natural disaster victims.
