The object can be accomplished without government, thus it is not necessary in this case.

Also, it is not proper. Regulatory Capture would sufficiently explain why, though there are plenty of other reasons.

And what of the 18 listed powers in Article 1 § 8 does this law fall under?

And then, again, if you can prove that, prove how it is BOTH "necessary" and "proper" for Congress to be doing this.
