What kind of legal system doesn't allow punishment for crimes committed?

I do not want to exist in a framework in which I can hand someone a piece of paper with my signature on it, which absolves me of past crimes.

Machiavelli in The Prince talked about a king who hired a henchman to bring order, the henchman ended up killing a lot of people (mostly those who were in opposition to the king -- on the king's private orders), and then the king publicly executed his henchman, telling the populace "I have dealt with the bad seed."
