Howdy. Interesting story. Before there was Drupal there was Joomla. I used to travel Manhattan building ecommerce systems. That's back before there was OSCommerce. Back before I even knew about PHP.

Building "anothernet" isn't too challenging if one presumes almost infinite funds in a permissive legal environment. Can we lay our own trunk lines across oceans? Sure. All we need is another planet with oceans.
