I know companies quickly

I know companies quickly create software with security bugs because of competition to be the first on the market. Security in the coding of software takes a back seat to the features of the software. But DHS with Janet Napolitano to head this division?? Janet Napolitano and the DHS will determine quality software? Let's say they implement regulations on software and hardware for critical infrastructure. It takes over a year for government regulations to be completed and by that time the computers will be out of date.

Does the Cybersecurity Act cover the developers of software or the consumers? What about the exchange of information between the government and businesses?

How are these regulations going to effect innovation and new technologies? Will lawsuits and litigation be encouraged?

I am just trying to figure all this out...
