"It’s not surprising that the error involved in electronic vote counting is higher than the error associated with hand counting in the past."

I'm not defending the machines, though I would like to see the proof of known counting error. What percentage error is typical and documented? Is this in the vendor manuals? Do the people who specify the machines for each state include this error percentage in the specifications?
