What he is saying is that it is ridiculous to take secession seriously because it is not in the interest of the states to secede.

In the days of the civil war, the south had major, REAL incentives to secede, and had massive support from the population. Nowadays, most southern states are in bad shape, rely on federal aid, and most importantly do not have a population at all really interested in seceding.

Plan for eliminating the national debt in 10-20 years:
