All of these are Federations which are mis-representative by nature.

49% ruled by 51% at best.
99.999% ruled by the ideals of a few bureaucrats, in actuality.

Federations also continually seek and gain power, diminishing the power (and rights) of their states and citizens.

Modern day Federations are megalomaniac beasts.

(American Indian Federations may be a whole different story.)
