Good catch.
The words where and at denote location and almost always their use in the same sentence is redundant.
One correction: Single quotation marks go inside a quote. Single quotation marks distinguish between what someone said when it contains what someone else said, as in:
Bumper: I was talking with Johnny B. yesterday and he told me, "Bumper, that vanilla cinnamon swirl cake is superb! You've got to try it! Sheryl said it's 'Peome County's cake of the year!'" Boy, I gotta have me a slice now!
