Looks like Arkansas doesn't require registration of domestic use wells and that they don't assign water rights. Any well pumping less than 325,000 gallons (1 acre-foot) of water doesn't have to be registered. Arkansas only assigns water rights when the source of water is being over-allocated such as when too many wells are emptying a ground water source. Even then, domestic wells are excluded. Most people don't use 325,000 gallons of water a year unless they're also farming and raising livestock. If you're not doing either right away, maybe you should build your own pond and use the well water to fill it.
