Simple answer is each nation controls its territory. Each protects its own coin. Treaties codify agreement among nations.
Step outside territorial bounds, who knows? What if you go 200 miles out to sea? Which nation has control? Laws of each individual nation protect their own "legal tender." The Euro cartel extends "legal tender" beyond national borders.
Privilege of creating "coin of the realm" - War is oft fought this privilege. Take away this privilege or destroy "coin of the realm" at your peril. Search beyond case law for what happens in these cases. Tis a mess.
