Carter wasn't an "insider" of the NWO.

He was, as he still is just a bleeding-heart, naive, Southern, yellow-dog Democrat. He doesn't believe in one-world government in the way that true NWO types see an "end of history." But, he is under the Wilsonian fantasy that the U.S. can "lead the world" in human rights and democracy as we and all other nations abide by international law. Notice he didn't say anything about how surveillance and unilateral, executive assassination violate OUR Constitution.
Nevertheless, of all the Wilsonian presidents we've had, one thing that can be said of Carter is that he's the only one who pursued Wilsonian goals through peace and negotiation rather than through war.
