Think of it the other way
Think of it the other way around- By participating in a race with less participation you have more chance to sway voter opinion, especially locally. Getting the word out has more influence. Comparing it to the presidential race, if you don't have Romney and Obama ads everywhere and running on the radio every 30 seconds, that Ron Paul rally really makes a big impact.
