from a libertarian perspective. The study concerned their actions, not their words or beliefs.
Carter was the 8th most libertarian president in American history, by far the best ranking of all modern-day presidents.
The best things in his favor were the peace he maintained and his appointment of Paul Volcker as Fed chair.
I can't find the study or the article I read describing it; I believe I read the article on this site sometime back.
But in any case people should hold Carter in higher regard. I think he is by far the best president we've had since Kennedy.
Bear in mind that Regan gave us George Bush Sr. which in turn gave us George Bush Jr. Imagine how different this country would be if Reagan had run with Ron Paul as his running mate.
