Is this an unsual percent? What is the standard admin percentage for a PAC? How far was this off?
What is included under ADMIN, is it similar to the SG&A lines on a P&L?
These questions should be answered specifically before judgement is passed on the PAC.

That GF paid himself 38k is not a problem to me. Wow he paid himself $19 an hour, the greed!

Ignorance in public is not pretty let's try to avoid it.
