Sorry, he missed a very important digit
Zero. Without zero, he is not only missing the correct starting point for counting, he is missing every tenth number (since somehow the universe is obviously tied to base 10 integers.)
Since he wants to look at circles, he should probably be concerning himself with how pi fits into the universe. I don't have any personal theories, but pi is one of the most fascinating (and natural) numbers around. Best of all, while its value as we know it is expressed as a base 10 number (3.1415....), the concept of its value is independent of our number system.
