It only applies to citizens apprehended in the USA. So, it implies that the they can detain other US citizens. as well as non-us citizens that live here.

Plus they added a line that if Congress says it is ok, then they can detain whoever they want citizen or not. So, they only changed control from the President to themselves.

I think what Rand did was good because it brought attention to the issue when most people in this country don't have a clue is going on. However, I do agree with what Adam said in his video. I like what he does too because he wakes people up to these issues.
