This could actually be a good sign from the executive branch
The executive branch's main responsibility is to execute the law, but it can also, on occasion, decide not to enforce certain laws that it deems to be excessive our out of touch with the people. This is a privilege of the executive that is seldom realized. It is possible that this statement merely recognizes the reality "on the ground" and the reality "in Congress". It looks like they may be moving towards a policy of only enforcing marijuana possession federal lands and property. But that is just what I am reading into it.
