The Governors of those States need to make public statements

declaring that no part of the U.S. government has any jurisdiction or authority over the issue within the territorial jurisdiction of the several States, and re-iterate that this above statement by DoJ is patently false with respect to the issue of nullification and of the applicability of federal law on such questions within the several States, and that ANY attempt to act under color of law by ANY federal personnel will result in their arrest, prosecution, conviction and IMPRISONMENT under State law.

And then they need to back that up with action when the federalis try to arrest people anyway.
