First, the stores are not infringing on your liberties, you chose to go to the store. They would only infringe on your liberty if they forced you to go there somehow, with your children. But, I would definitely push the PR angle for HEB - they could make a TV commercial just about that.

A couple stores in my area have metal shield that hinge to cover Cosmopolitan and one other magazine with provocative headings below the magazine title. They are obviously mass-produced by someone - that could be an option to offer. Although, it would be cheaper to just change a couple lanes.
