No they can't and they're having problems now. I know many people who don't pay and some who haven't paid for 20 years or more. Nothing has happened to them yet.
If the risk is too much for you, there is another way. Bring your income down to the point that you don't have to pay. That might not sound too great to some of you because you might think it would mean that you'd have to lower your standard of living. Not near as much as you'd think if you take your time to work things out.
Trim your power bill by installing solar, wind and steam engines.
Reduce the size of your living expenses. Move onto a friends land or Buy land with friends and split the land payment. Then live in an rv, small camper, build a shed if you have to.
Raise your own food from gardens and livestock.. You'll save tons of money AND you'll eat better.
Get creative/think outside the box.. If you really want to accomplish something, you'll figure out how to do it.
