Ice breakers - the best solution for the Arctic. In addition the RC Navy has 15 ships on the Atlantic and 19 on the Pacific. They have plenty of patrol planes. The mission - protect fishing aka "Economic Zones".

If a country wanted to land forces in Nunavut it really wouldn't matter. They would freeze to death in a few days... and who would be invading anyway?

You are confusing the size of force required for defense with one required for offense. We wouldn't need a huge military if all we were doing was defending our borders, fishing rights and shipping lanes. We can't even do that.
