Barriers to entry?

From another thread, I read the concept of "barrier to entry" for the poor to exercise their rights.

In other words, if the price of these licenses (as well as the expense of finding time and transportation to the government office) is high enough, then fewer will exercise their rights. Rights. A right is not something you should require a "license" for.

Edit: they're including "mental health" in the law. There are numerous examples in history of despots using "mental health" to incarcerate non-violent, innocent citizens. And the definitions of "mental health" tend to be less-than-scientific (no offense to anyone in the field). So to see "mental health" in the text of the bill makes me think there's another agenda here.
