I don't agree that it's not private information.
There is an expectation of privacy for much information that is shared with the government. For instance, grounds for divorce and other divorce papers which have personal information in them - necessary for certain rulings but no one else's business. If anything the government has can be published, with the new health care laws that will have the government privy to medical records, can we expect medical records to be published?
