Actually no. Ron Paul's budget was mathematically flawed. IIRC, it double-counted some cuts in mandatory spending. Actual cuts were only 707 billion (or so).
He also balanced the budget in three years by using the CBO's terrible assumption that we will have more than 7% in real growth per year over the next 5 years.
Rand Paul's budget also has a mathematical mistake (really only save 450 billion) and uses the same mistakes the CBO makes.
