This was a bill in the Socialist/Criminal State of Illinois.

It was one of the most draconian gun bills ever presented. Not the federal bill.

If the US ever breaks up like the USSR did, I hope Illinois is part of some other new nation that does not include Missouri. The cities in Missouri may be insane, but at least there is enough rural population to counterbalance them.
