... as well as county and state. And it can change for a variety of reasons, one being a new commander. I think it behooves us to ascertain where any police force who has jurisdiction over us, stands. In my previous location, our city police dept was aggressive, over-bearing, obnoxious and were obviously not serving the population. However, when the Chief was replaced, things changed. The officers became noticably more considerate towards we, the inhabitants. The prior Chief became Chief in a nearby city. It wasn't long before he became the subject of national media coverage due to his officers abusing the locals.
Having said that, I have a family member who is a Sergeant in a major U.S. city. When I brought up the subject of the possibility of Federal Gov't enforcing Marshall Law, etc., the response I got from this relative was, "I don't work for the Federal Government. I wouldn't enforce their orders if they conflict with my department's policies." This police dept has a strong program that focuses on working with the community. It is refreshing to have a police dept who seems to truly protect and serve.
Human nature, hiring practices, education regarding human behavior, not relying on extreme weaponry meant to be used against the people, I believe are all areas to be explored in order to improve our inter-action with the local police.
