There ARE good Peace Officers out there, however they are vastly outnumbered by the mindless type who merely enforce whatever law is passed into statute.
They have been trained and conditioned, in a broad general sense, to be more aggressive, more demanding, more authoritative and more 'enforcement oriented'.
Keeping the peace and diffusing problems, avoiding enforcement action unless required, only arresting individuals who commit individual bad-acts, all this is looked upon as being non-productive (as if cops should be 'productive'---spew) and lazy. Numbers of stops, arrests, self-generated activity are now frequently the measure of 'good performance'.
Top that off with a smaller percentage with actual focused intent to BE aggressive and draconian, and viola, you have a broad picture of policing.
I see nothing improving, but, rather, I see a steady and accelerating slide in policing more and more to jackbootery and thuggishness, all with a mantle of patriotism, 'community service' and an expectation for adulation and respect from society...
