I know what you mean by being
I know what you mean by being frustrated about those that advance who clearly should not. I think that having a few KNOW what you are all about helps alot more than you think. Hopefully if he is the type you say he is, he will soon fail and go away. Its people like him who newer, younger officers are fearful of instead of respectful of. All I can say is hang in there and don't allow them to trample on you. Document as much as you can and be the bigger person when it comes down to a confrontation. Those confrontations can be a help to you in the eyes of others in how you handle yourself. Best of luck to you.
