It can curb the supply by selling the bonds/treasuries/securities it bought, thats the only way it can drop the supply. However by doing that they flood the market, and by doing that everything would go into a tailspin. The Fed is soaking up all the liquidity it creates, but all that money doenst just disappear. They think they can just slowly let it all back into the market at some point, but that is impossible to do without serious consequences.
