Your argument is not valid with respect to major metro areas...

For example, China has a population of ~1.3 billion. According to your argument, China should have ~4 times the number of metro areas with populations over 250K (in proportion to US metro areas calculated by population). However, China only has ~150 metro areas with populations above 250K - less than than those in the US.

The number of metro areas in a given country has many more variables than just the absolute population of the nation.
