I recognize where he is, because I have been there. ALL men who go into those places are required to wear one of those little hats. The white hat is made of lightweight cardboard and is given out to tourists who want to enter the men's section of the Wailing Wall, and the adjacent tunnel that runs along the base of the Wall towards the Arab Quarter.

He HAD to wear the hat in that area. He did not wear it elsewhere in Israel. It does not signify anything.
