The government is economically disfunctional. That doesn't mean they can't do anything well, it just means it costs a lot more to do it well than it would in the market. The government hires some of the smartest people in the country, people that could work anywhere but value service(aka power) more. In this economy a government salary doesn't look half bad. Yes I've worked for the Fed Gov and there are a lot of very qualified people there at the top. The NSA, DOJ, Courts, and CIA hire almost exclusively ivy leaguers now.
